Prohibitions and derogation relating to road transport

The Council of the European Union published decisions on 8th April 2022 prohibiting road transport undertakings established in Russia and Belarus to transport goods by road in the European Union, including in transit.

As of 23. June 2023 the prohibition also applies to transport of goods within the territory of the Union by road transport undertakings, carried out by means of trailers or semi-trailers registered in Russia, including if those trailers or semi-trailers are hauled by trucks registered in other countries. 

By way of derogation from the prohibition, the competent authorities of a Member State may authorise the transport of goods by a road transport undertaking established in Russia or Belarus, or any road transport undertaking when the goods are carried out by means of trailers or semi-trailers registered in Russia, including if those trailers or semi-trailers are hauled by trucks registered in other countries, if the competent authorities have determined that such transport is necessary for:

  • the purchase, import or transport into the Union of natural gas and oil, including refined petroleum products, as well as titanium, aluminium, copper, nickel, palladium and iron ore;
  • the purchase, import or transport of pharmaceutical, medical, agricultural and food products, including wheat and fertilisers whose import, purchase and transport is allowed under this Regulation;
  • humanitarian purposes;
  • the functioning of diplomatic and consular representations of the Union and of the Member States in Russia, including delegations, embassies and missions, or international organisations in Russia enjoying immunities in accordance with international law; or
    the transfer or export to Russia of cultural goods which are on loan in the context of formal cultural cooperation with Russia (this derogation applies only to road transport undertakings established in Russia).

The Danish Road Traffic Authority is the competent authority in Denmark. An application for authorisation of transport of goods by road in Denmark, including in transit, by a road transport undertaking in Russia or Belarus must be admitted to The Danish Road Traffic Authority.
